Those streets are empty because Clouzot was filming during World War II. Don't think there's a single positive character, they're all deeply morally corrupt (the central couple have something redemptive about them but they're still pretty unpleasant) and the raven serves as the unconscious desire of the townspeople to be caught, as well as to point fingers and accuse.
