Transport for London is to award the £1bn Silvertown Tunnel contract after a consortium taking action allowed a legal block to be lifted.The initiation of court proceedings automatically resulted in a legal suspension of TfL’s right to award the contract.In May, TfL had announced the Riverlinx consortium as the preferred bidder to design, build, finance and maintain the tunnel.This consortium consists of Ferrovial subsidiary Cintra, Bam PPP PGGM, Macquarie Capital, Aberdeen Standard Investments and SK E+C.The award of the contract can now proceed after STC consented to TfL’s application to the court to lift the suspension.The reason behind the challenge has not been made public.A TfL spokesperson said: “We are pleased that STC has consented to TfL’s application to court to lift the automatic suspension on award of the Silvertown Tunnel contract.“We will now progress the arrangements for award of the contract to the Riverlinx consortium as soon as possible.“Once open, a new twin-bore tunnel, located within the extended Ultra-Low Emissions Zone, will remove barriers for people in east London needing to cross the river for work or leisure, enable the introduction of new bus services and improve the reliability and resilience of the local road network.”Prior to the legal challenge construction was expected to start in the summer and the tunnel was scheduled to open in 2025. Silvertown will be the UK’s first major road tunnel to include a dedicated bus line in both directions.
Transport for London (TfL) has finally awarded its £1bn contract to design, build, finance and maintain the Silvertown Tunnel.The Riverlinx consortium of Ferrovial subsidiary Cintra, Bam PPP PGGM, Macquarie Capital and SK E&C has officially been awarded the contract, following months of legal wrangling between TfL and losing bidder Silver Thames Connect (STC).The court order was lifted in October, but STC (comprising Hochtieff, Dragados and Iridium Concesiones de Infraestructuras) is still pursuing damages for what it claims was a “flawed” and “manifestly erroneous” procurement process.“During construction, both the consortium and TfL are committed to ensuring that the majority of construction material is transported by river, that all on-site construction machinery meets the Mayor’s Non-Road Mobile Machinery Low Emission Zone Standards, and that any vehicles working on the scheme are Euro VI and comply with the Mayor’s Direct Vision Standard,” said a TfL spokesperson.“TfL is also legally committed, as part of the wider DCO process, to deliver a wide range of improvements and measures to reduce the impact of the new tunnel and support the wider local area.”Construction is due for completion in 2025. London, 25 November 2019 – Transport for London (TfL) and the RiverLinx consortium – comprising Macquarie Capital, Cintra, Aberdeen Standard Investments, BAM PPP PGGM, and SK E&C – have announced that they have reached financial close with Transport for London on the Silvertown tunnel project.The signing of the contract to design, build, finance, operate and maintain the tunnel will now allow the consortium’s construction team of BAM Nuttall including sister company Wayss & Freytag Ingenieurbau, Ferrovial Agroman and SK E&C to progress with appointing the local sub-contractors and suppliers who will support the project.
